Mr. Smith is a member of the Maryland Office of Attorney General who serves as the Principal Counsel for the Maryland Transit Administration (MTA). As the Principal Counsel to the MTA, he supervises a staff of 8 lawyers. He represents the MTA in a variety of procurement and contract litigation matters, which include providing legal advice to the MTA Contract/Procurement Department on the full range of contract matters, including solicitations, contract awards, clause interpretations, contract administration, enforcement actions, cancellations, and terminations.He is a key member of the Maryland Area Commuter Rail Service (MARC) negotiation team that is responsible for negotiating commuter rail service contracts between the MTA, Amtrak, CSX and Bombardier. He also serves as Counsel to the joint Maryland Department of Transportation and MTA’s Office of Freight Logistics and MultiModalism. Mr. Smith graduated from the North Carolina Central University, School of Law, Durham, NC and is licensed to practice in North Carolina and Maryland.
